Governance

A Board of Directors composed of some of the nuclear sector’s most well-known personalities is responsible for setting SFEN policies and strategies.  

The Chairman of the Board of Directors is also the President of the Association. The Delegate General is responsible for the functioning of the Association’s various services.

Permanent working committees are in charge of the general coordination and implementation of the policies defined by the Board of Governors.

Director General of the CEA’s Nuclear Energy Division (French Atomic Energy Commission) 

At the CEA in Saclay, Christophe Béhar worked on the isotopic separation of uranium and held several positions of responsibility within the Department of Enrichment Processes. He was appointed Director of Materials and Environmental Monitoring at the Defence Division of CEA (DAM) and then Director of the CEA/DAM research centre in Ile de France. Christophe Béhar is an Engineer from Ecole Centrale Paris.

Chief Executive Officer - AREVA

Philippe Knoche was Director of Strategy for the AREVA group and then Director of the Recycling Business Unit (spent fuel). After directing the Olkiluoto 3 project he was appointed to the leadership of the Reactor and Services Business unit, entering the Group’s Executive Committee. He was appointed member of the Executive Board, Deputy CEO, in charge of running the group’s nuclear activities. He graduated from Ecole Polytechnique and the Ecole des Mines.

Senior Executive Vice President, New Nuclear Projects and Engineering - EDF

Xavier Ursat joined EDF in 1991, first holding various positions in the hydraulic engineering department. He was a special advisor to EDF’s Deputy General Manager in charge of Production and Engineering, Assistant Director of the Alps Production Unit in Grenoble, Director of the Southwest Production Unit in Toulouse and Assistant Director of the Hydraulic Production and Engineering Division.

Dominique MINIERE

EDF Group Senior Executive Vice President, Nuclear and Thermal Power Plants Division

After holding several positions of responsibility in the field of nuclear power plant operating for EDF, Dominique Minière was appointed Director of the Cattenom nuclear power plant.  Later he became Deputy Director and then Director of the Nuclear Production Division which oversees EDF’s 58 nuclear power stations in France. Dominique Minière is a civil engineer and graduate from the Paris “Ecole des Mines”.

Rémy CARLE

Honorary President

Rémy Carle was director of the CEA’s Division of Reactor Construction and founding president of Technicatome.  Within the EDF Group, he was Director of Equipment, then Head of the Heat Generation department.  Former president of the World Association of Nuclear Operators (WANO), Rémy Carle was also the founder of the SFEN, which he presided from 1987 – 1989.

Deputy Director for Management - CEA’s Nuclear Energy Division

After a PhD in Chemical Physics of UPMC, Daniel NACCACHE joined the CEA to conduct research in the field of plasma physics. After, he held various positions in research management (Internal Auditor, Project Manager Assistant of the Megajoule Laser, etc.). His career also took place outside the CEA, as Chief Financial Officer of INRIA for 5 years.

Valérie FAUDON

Delegate General of the SFEN since 2013, Valérie Faudon was formerly Director of Strategic Marketing, Product Marketing and Marketing Communications for AREVA Nuclear and Renewable Businesses worldwide.  Valérie Faudon graduated from Ecole Polytechnique and Ecole des Ponts-et-Chaussées and holds a Master degree from Stanford University.

Thomas Branche began his career with Total-Exploration & Production, before joining the General Directorate for Energy and Climate (DGEC) where he held the positions of assistant head of the Electrical Production office, head of the Public Policy and Supervision office within the Nuclear Industry Division and Deputy Director of the Nuclear Industry Division. Thomas Branche then worked at the office of the Minister for Industry where he was Assistant Head of the Energy section. He is an Ecole Polytechnique graduate and mining engineer.

Ingénieur civil de l’Ecole des Mines de Paris, Michel DUTZER débute sa carrière au CEA et travaille sur des thématiques de génie parasismique et de mécanique des roches. Il rejoint l’Andra en 1989 où il devient responsable de la construction du centre de stockage de l’Aube et de l’exploitation des centres de stockage de l’agence. En 2002, il est nommé Directeur industriel adjoint de l’Andra, puis Directeur adjoint du développement et de l’innovation en 2016.

Special Advisor for Nuclear R&D and International Issues - EDF 

Noël Camarcat was Fuel Cycle Director, then Director of Weapons and Deputy Director of the Megajoule Laser programme with the CEA, before being appointed Special Advisor for Nuclear R&D and International Issues with EDF. Noël Camarcat was president of the SFEN from 2007 to 2009. He is President of the French Industrial Atomic Forum (FAIF).  He is a former student of Ecole Polytechnique and holds a Diplôme d’Etat (MD doctorate) in physical sciences.

Bertrand BARRE alternated scientific and managerial positions with the CEA both in France and abroad. Mr BARRE was Nuclear Attaché to the French Embassy in the United States and Director of the Nuclear Reactor Directorate. He was also Director of Engineering with TECHNICATOME, Director of Research & Development with COGEMA, Director of Scientific Communication and Scientific Advisor for AREVA. He graduated from Nancy Ecole des Mines, holds a DEA (Diploma of Advanced Studies) in solid state physics and was formerly auditor for the IHEDN (Institute of Advanced Studies in National Defence).

Philippe Pradel began his career with the CEA working on the Superphénix research reactor before joining COGEMA’s spent fuel recycling plant at La Hague. He headed the AREVA group’s Aval Business Group. In 2005, he became Director General of the CEA’s Nuclear Energy Division and member of AREVA’s Supervisory Board. Philippe Pradel is a graduate from École polytechnique and ENSTA.

Bertrand Vieillard-Baron was responsible for the metallurgy of the first French nuclear submarines, then Technical Director of the Metallurgy Division for Schneider before becoming the group’s scientific and technical Director.  He was Director of Environment and Special Projects activities for Framatome. He was the SFEN’s Delegate General from 2002 to 2007. Bertrand Vieillard-Baron holds a diploma from Ecole Polytechnique.

Entré à EDF en 1999, Vakisasai Ramany a occupé diverses fonctions dans le groupe. D’abord ingénieur-chercheur à la R&D, puis responsable de la gestion de portefeuille clients France, conseiller aux affaires internationales auprès du Directeur financier du groupe, ensuite Directeur des fusions-acquisitions et des investissements au sein de la filiale britannique d’EDF, il dirige aujourd’hui les activités de développement nouveau nucléaire à l’international du groupe EDF. Il est ingénieur diplômé de l’Ecole Nationale Supérieure de l’Aéronautique et de l’Espace (Toulouse, France) et titulaire du Master of Business Administration (MBA) de l’I.N.S.E.A.D. (Fontainebleau, France).

Director of the nuclear activities at Saclay and Deputy Director of BNF's safety, nuclear materials and transport at Saclay - CEA/DEN

Jean-Philippe BOUYER was deputy director of innovation and nuclear support within the Nuclear Energy Division (DEN), a position in which he participated in the establishment, with Director General of the CEA’s DEN, of the working group R&D of the nuclear industry. Previously, he worked at interministerial level on the proliferation and sensitive transfers issues, within the General Secretariat for Defence and National Security. He is an alumnus of the Ecole Polytechnique, ENSTA and PhD in physical sciences.
